Apology to the federation.
Over the past days our MUC service left ghost occupants in federated rooms under certain conditions, which caused repeated presence join/leave storms. It was not intentional — we did not want to flood channels. The fault is on us; our dev is simply a hollow nut on this one. Root causes (XEP-0045 §7.14 directed-presence tracking, §18.1.2 kickable-error list, §9.1 actor/reason in kick/ban) are fixed as of Zerta cd944f8. This will not happen again.
